Scope

• Define how orchestration exposes/consumes capabilities via MCP servers.
• Keep out of v0; introduce after batch HTTP API stabilizes.

Guidelines

• Use MCP‑X federation (per our broader design) for tool discovery and execution.
• Map a minimal subset of orchestration API to MCP tools (read-only first).
